Concerns over kimberley development have received a significant push after the construction of several new bridges in the city by developers, but construction is far from over.
"Our new bridge is a great idea. But we need more than two new bridges if we are serious about keeping pace with the rapid change to our transportation needs," Councilman Eric Garcetti said in a letter to Mayor Ed Lee.
The proposed South Lamar Bridge is a $16 billion upgrade to the state highway that connects the Bay Bridge and Bay St. Ferry. The city plans to spend $1.1 billion to build two new bridges along Interstate 880, which would link up to Highway 101.
The current plans call for the second, $2.2 billion span to be built by 2027. Construction for the two lanes along I-880's southern terminus began in January 2015. Construction is slated to last between 18 and 24 months. It would require three additional $100 million projects to keep up with a projected expansion of highway capacity from 2040.
The Bay Bridge has never been finished. Its current four-lane span is expected to be completed by 2026. Construction is expected to last from late 2019 to mid-2031.
In a statement Thursday, the city said the new bridge, while it will provide an alternative to the Interstate 880 overpass — and would be an "opportunity to move construction out to the Bay" — is not "properly designed to carry heavy traffic."

Police have launched a nationwide probe after police discovered a garage used to grow drugs in Sydney.
Officers discovered a hidden storage unit under a family-owned property on The Beach road at The Docklands today.
Police believe it is one of the biggest drug busts to date after they opened an investigation at the address which sits in a residential area.

They said officers were making progress in their search as they conducted a thorough search of the property, which is known to sell the most popular strains of cocaine.
They said they were also continuing to investigate whether the garage has previously been used for drug cultivation but declined to elaborate.
The garage has the same name as a popular Sydney CBD building.
Officers say that because the facility has been in operation for several years and the owner, who cannot be named for legal reasons, has not been accused of any wrongdoing, the site was likely to remain classified as a crime scene.
The investigation also has implications for the local Muslim community, which includes the Islamic Society, and the public, who are keen to know how the stash could have come to be on land where local Muslims live.
The Islamic Society has also received complaints about recent developments on this area.
They fear the site is used by drug smugglers and are preparing to raise the alarm through the local police.
This morning police also confirmed they would be seeking additional assistance from members of the public and the community.
Mr Bausch said: 'This is another extremely serious incident. We are confident that they're still on track. There will be further information to come to our members and the community.
