Meanwhile, it is understood Scotland's Labour party will seek parliamentary backing for a change of name for the unionist opposition ahead of a planned independence referendum at Holyrood.

The Scottish Labour party was due to unveil plans in Scotland yesterday to make its intention clear if a Yes vote went ahead.

But a meeting of the group of the Scottish Labour group has been called off at the last minute as senior party figures decided there would not be enough support within the party's executive group to vote for a referendum on the motion.

Scottish Labour has a total of 39 party members across Scotland, but has a membership threshold of 827 members.

Scottish Labour leader Johann Lamont said the party would look to make a declaration in the near future and "if not the first thing we will do, will look to be at some point in the coming weeks".

She added: "We will be talking about any changes to the national membership that are necessary because the issue is something that is much stronger as a whole political issue as much as a Westminster issue."

A source said the meeting would be held on Monday, but no decision would be made until the next meeting.

Scottish Labour said on its official website yesterday: "Scottish Labour, the leader of which will meet his party's executive committee on Sunday, will be discussing its approach towards any proposal to change the national party designation for the forthcoming Holyrood election."

LONDON (AP) — A controversial Supreme Leader who is said to be running in Iran's presidential election in June has been identified as a former presidential candidate backed by top military officers — even though it is nearly impossible to track him down, The Associated Press has learned.

The top military officer responsible for conducting investigations of all presidential candidates in the Islamic Republic, Maj. Gen. Hossein Salami Qasemi, told the AP: "He is no ordinary candidate."

In the past few months, the AP has obtained interviews with prominent people who know Mr. Ahmadinejad, including his mother, her cousin and several other close friends. The interviews also included interviews with a number of former officials from Iran's intelligence services who worked with Mr. Ahmadinejad and are still living there.

Mr. Salami, who is retired and lives in the United Kingdom, told AP that he only knew the name of Mr. Ahmadinejad because of an interview the former president gave to BBC in 1997. The then-president asked that the name of his son not be used, saying his son might become a threat in international waters. Mr. Salami said he knew very little about Mr. Ahmadinejad. But, according to The AP, he did know the name: Hossein, meaning "the ruler's father."

While the name is unfamiliar to the wider public, few in Iran, especially younger ones, know what Mr. Ahmadinejad's father is famous for, and who he has met. The first cousin who confirmed Mr. Ahmadinejad's father was Mr. Ahmadinejad's father said he hadn't met the former president in person.

His mother, who is in her 80s, said she would never admit he wasn't related to the leader, though she has told her other cousins that they don't need to go in for this.

One of the key people to avoid talking about Mr. Ahmadinejad is his mother. When the AP contacted her, she denied being in touch with her son, telling the AP: "If they say I'm related, don't ask."

Police have been criticised for their tactics and the use of extreme force against drug users.

In February 2015 Police Commissioner Andrew Scipione announced he was scrapping the death penalty for drugs offenders, but police continue to kill people for possession of drugs.

Sydney's murder rate was up 15 per cent between 2015 and 2017, up from 2.7 murders for every 100,000 inhabitants in 2015.

"When you have a population that's increasing exponentially... you should start thinking about how are you going to keep the population as a whole the same?" Dr Richard Boyd, Director of Forensic Medicine and Human Rights at Royal Melbourne Hospital, told the ABC.

"The fact there are people that die by the thousands of deaths that are just because of drug-related violence in our city is a tragedy.

"We also have people that are killed as a consequence of what goes on in our inner city."

Mr Boyd said most drug users went into treatment and drug users generally found relief in the drug market.

Mr Boyd said there were good reasons to keep drug users locked up.

"We have all sorts of very sad cases where people end up in jail for drug-related offences as a result of people who might have used drugs in the past," he said.

Drugs and crime is on the rise in the suburbs, with an estimated 12,500 people in jail in 2016.

"Cases where these people are in jail, they've been convicted of serious, significant offending and they are there for the duration of the sentencing process, they're just there, there's nothing to say to them, we have them in prison for what amounts to 30 years of their lives," Mr Boyd said.
