With this impetus, the Association of Certified Agricultural Educators (ACAE), a nationally known and highly regarded provider of agricultural training, launched an online pilot project that aimed to help farmers improve their knowledge of science, technology, education, and management, and prepare to manage commercial operations on their own.

The pilot project began in May 2011 with a review of PFI-accredited research and literature on education in agricultural management to identify methods that could be applied to PFIs and non-PFI farmers alike. The pilot also evaluated existing evidence on how PFI-certified professionals can improve the knowledge of PFI farmers on key management aspects, such as data gathering and decision making, and also provide information to potential PFI customers to ensure compliance with PFI regulations, standards, guidelines, and practices.

This pilot project led to the creation of a new online video series, which addresses issues related to PFI's, PFI operations, and PFI's compliance with policies, regulations, practices, and regulations. A spokesperson for Transport for London (TfL) told BBC News the government still planned to open the £150 million "London Connector" for services to London via Oxford Circus.

But she said the rail link would be built by 2020 - and only the first of a series of trains planned, including one planned for the Northern line.

It's never great to be down on your luck - but having a new tunnel under the Thames and the introduction of a rail link between Liverpool and Manchester makes it even more painful.

TfL says the £150 million will be spent on a "second line" in Manchester - and that a new tunnel or an under-way is planned in order to move up the line and to connect the two new lines more effectively.

Some people have called for the government to take the lead in opening up to one of the two lines - but Transport for London says the plan must stay open until after the debate on rail safety ends in November.

What the politicians and journalists can see from the papers is the Government trying to put on the biggest possible show - but the public are left wondering about that show - even though they may never see it live.

You have to admire the ability of the politicians to go public with what the people in their constituencies are really feeling at such a critical stage.

Labour Party co-leader Harriet Harman says: "It's a shame that the public aren't getting any answers to their questions and questions are just asking too much."

Conservative Party chair Grant Shapps also admits that there's much to be done if the government wants to open up the rail link.

But he argues that it's more important for the government to get the rail link "right".

He has asked for an extended consultation period and to ensure the public had a full understanding of all the options, from two to three years, before deciding which one to invest in

Residents air plans to curb bargara vandalism in South Bank during the first phase of the "Urban Cleanup Blitz" as part of a campaign launched in November 2014 to deter the practice from returning to the borough.

According to statistics available on City Hall's website, "Bargera" is not the only vandalism that has been recorded in South Bank.

In the same period, South Bank's police force recorded 3,000 cases of "pumpkins vandalism" – an almost double the number of incidents they dealt with in 2013, a year when South Bank was experiencing a series of violent robberies by a small group of youths.

While there has been some improvement in South Bank's reputation during the last year, an increase in "black market" or "unmarked" crimes of various kinds has also appeared in recent years.

A spokesman for South Bank Police said the increased number of arrests for "pumpkins vandalism" were consistent with this year's strategy and that "bargera" was no longer a problem.

"As a result, we've changed our approach to tackling the problem and are now focusing on identifying people who are making the most nuisance calls to our South Bank Precincts," he added.

"To date the Police have seized and charged 16 people under Operation Sustrans [a partnership between South Bank Police and Public Safety] and have charged 18 so far this year."

"The main targets of that action are individuals who use the park as a target for the sake of their own drug addiction and other criminal activity," the spokesman added.

A South Bank Police spokeswoman said police do not yet know whether that means that people who engage in "pumpkin vandalism" have to answer for those arrests.

'No safe space'

Cynthia Brown, whose children were recently injured by "bargera", said people should take their vandalism seriously.

"The more you know, the more you realise why people would do this," she told BBC News.

She said she was particularly concerned about people breaking into the police station to gain access to the car park in front of her property.

"I'm not afraid of him to make an arrest at that moment because he was not really responsible," she said.
