Police arrest bikies over kidnapping, sexual violence, and murder
In a report presented to the state parliament on Tuesday, Justice Department officials accused the motorcycle gang known as the Bangsamoro Islamic Freedom Fighters (BIFF) of kidnapping women and forcing them to marry.
This is in addition to recent kidnappings from families suspected of drug trafficking. The report said BIFF has been implicated in dozens of rape cases and in the murder of seven men. The agency has also accused BIFF members of murder cases.
The report recommended an end to a law that allows men to marry women who have surrendered to them. BIFF has not provided evidence for its assertions.
"In its efforts to protect the public, law enforcement is working with BIFF's criminal elements to pursue those who commit crimes under the guise of protection." Justice Department Secretary-General Paulo Gimeno told reporters outside the parliamentary building.
Criminalization
The BIFF has become a significant political threat to authorities in Mindanao after the recent political upheavals. While the government has managed to contain the BIFF militarily, members have become emboldened to go on the run, a tactic that has led to multiple incidents involving people trying to escape.
In one recent incident, people wearing suicide vests and carrying weapons took refuge in a house in Quezon City, Quezon Province, after being attacked by BIFF members. The BIFF later surrendered to police.
Meanwhile, the BIFF has been engaged in a string of crimes, including kidnapping and rape, against women, the State's attorney general's office said in the report. It also released videos and screenshots of men admitting to raping, taking money from, and attacking the victims.
More than 120 cases of forced marriage and sexual violence, and several cases of murder have been identified under the anti-insurgency law.
The government has also cracked down on the BIFF in response to human rights abuses and crime. One local BIFF chief, a former governor, and a police officer have been arrested and charged in connection with alleged murders. Others, including at least two suspected members of BIFF, are under investigation.
A senior federal police official has been killed in the line of duty. It is not clear who or what might be behind the death, and officials have not stated whether the death is linked to last week's protests.
